The gift of a record camera makes it possible for Thomas Hoepker to take photographs of teachers and schoolmates, which he could sell directly to them. After his schooldays, which leads him via Stuttgart and to graduate school in Hamburg, he begins his studies in art history and archeology in Munich and Göttingen. At this time he takes part in photo competitions and twice won a prize in "Jugend fotografiert" at the Photokina.

He ceases his studies because of his love for photography. From 1959 he works regularly for magazines and yearbooks. His picture stories appear in magazines such as the Münchner Illustrierten, twen and Kristall, until he is finally hired by Henri Nannen and Rolf Gillhausen in 1964 at Stern.

The photo agency Magnum Photos starts already in 1964 to archive Hoepker's pictures and to promote his favor. In 1974, he became the first photographer to be accredited to the then GDR with his then wife (star journalist Eva Windmöller) to document the local life of the citizens there. As a Stern correspondent, both are drawn to New York in 1976. Between 1978 and 1981, Hoepker worked as director for the American edition of Geo magazine. After these years he moved again to Stern in Hamburg, where he was Art Director from 1987 to 1989.

He is finally became a full member of Magnum Photos. Hoepker specializes in reportage and social documentary topics. In addition to the Culture Prize, which he receives in 1968 from the German Society for Photography, he receives in 1999 (from the German Ministry for Development) a prize for the documentary film "Death in the corn field", which he shot together with his second wife Christine Kruchen in Guatemala.

From 2003 to 2006 he takes over the presidency of Magnum Photos. His photographs are shown in numerous solo and group exhibitions both nationally and internationally and are part of private and museum collections. He receives the 2014 Leica Hall of Fame Award for his outstanding photographs over the decades and for his appreciation of Leica cameras.
